My friend has an 95 chevy chenneye 5 speed 350 truck the ignition will crank it but it will not shut it off what could be the problem?

If you are saying that when you turn the key to the off position and the truck stays running normally then you probably need a new ignition switch which is located down on the steering column under the dash.
If you mean running but as in "Dieseling" then there are a number of factors causing this. But mainly you Idle is set to high.

Does the engine fire and then run till the gas tank is empty with no way of stopping it?

Or

Does the Starter engauge and Keep spinning even after the truck has started and the key has been returned to the on position

did he just change the starter? if so check the wiring and make sure they are all connected right there should be 3 wires a big one from the batt and two smaller ones make sure the smaller ones are connected right and that should solve your problem

It is dieseling. The timeing is probley off. Go get a toon up.
