it just depends on your rate of hair growth... if your daughter actually has hairy legs she should shave them. Otherwise her friends might make fun of her or she might feel out of place.
Shaving legs isn't that big of a deal.

I was probably about 12 but I know my 11 year old wanted to shave her legs to go on a class field trip to a swim park and I let her do it then because she was feeling self-concious about the hair on her legs. (She picked up the hairiness from her dad's side!) Of course I supervised and showed her how to shave.

I was in sixth grade when I started, 12. That's the age that they should start (if they even have hair). But I was pretty hairy. Though, get a good razor for them, not a cheap ones, they really suck and they make you bleed. If your daughter is shaving, just do legs and arm pits, and stomach if she has any, arms should stay hairy... Lol.
Good luck, but let her,
many people tease at school!
