I think it was 3 but don't forget about all the pardons Bush Sr granted over the Iran Contra and World Bank scandal the last week of his presidency.

140 people received them, including many friends & supporters of Clinton. They included Housing & Urban Dev. Dept Head, Former Gov, Patty Hearst , ex- CIA Director and my favorite is his Whitewater partner Susan McDougal among others.
