Yes, the Core Duo will run the 32-bit version of Vista but not the 64-bit version. Not that it matters much because there isn't now nor will there be for Vista when it comes out, support for 64-bit platforms. However, processor won't be AS important as graphics or memory with Vista. You will need 1GB of memory with 1800Mbps of available bandwidth. Make that 2GB if you want to play games. You will also need a graphics card capable of DirectX 9 and if you want to run Aero Glass (the 3D GUI and transparency effects), you will need a 128MB (256MB recommended) dedicated graphics card. To run well... something in the Radeon X1K series or nVidia 6 series or higher.

Processor speed of 1GHz or better and Vista is much better at supporting dual core processor than XP is.

Basically in order to run Vista, you'll need a decent gaming system. I have one and I'm ready for it, do your worst Microsoft. (I'm getting Vista just for the pretty GUI).

go to http://www.microsoft.com/windowsvista/getready/upgradeadvisor/default.mspx
then choose to download the windows vista upgrade advisor beta tool if your system already has the CPU in question.
then select what functions you actually want your system to be able to do.
now the tool has enough info to run and tell you if your system is VISTA capable
