I am trying to download a file from a website... the d-load starts, then slows down, then does nothing...

is there anything I can do on my end to get the file or is it a problem with the website?

You've got to have a download manager or downloading tool. I'm using DAP8 and got it free. It speed up my downloading process and it even have a continue support in case you abort your download for something more important.
