If you push the handle and let it go it will only begin the flushing process.

Most likely, the chain that connects the handle to the flapper has slipped and is too long. When you push the handle down the chain should pull the flapper up high enough to make it work properly. If the chain is too loose it won't pull the flapper up high enough to make it work. Try re-adjusting the chain.

If that doesn't work, check to see the type of flapper you have and buy a replacement one. They are inexpensive and easy to replace.

Talk to your local hardware store guy about a flapper valve repair kit. Most newer type commodes have a plastic or rubber ball on the chain leading from the handle to the flapper. So once the handle is pushed down the "floating" force of the plastic/rubber ball will keep the flapper open until the talk is empty. Your problem is in this area. It may not be broken. It may just need to be adjusted.

Wal-Mart also sells commode parts and repair kits.

you need to replace the plug that is attached to the chain or at least re adjust the plug. you could buy a rebuild kit from any hardware store and rebuild the entire guts for less than $20 and it is very easy to do for anyone even for people who are not handy
