How to replace launch bar from right side of screen to bottom?

move your mouse pointer onto it and click and drag it to the spot you want it to go. I hate when that happens... because it does not move as easily as it should... keep at it and you will get it back to the bottom

Before you click and drag the bar down, make sure you're pointing to an EMPTY part of the Task Bar; make sure the cursor is a white arrow.

click on it and drag it to the bottom.

If it won't go, make sure it is not locked.
