As you are converting within metric, which uses even "tens" and within the same unit of measurement, you would simply move your decimal point the appropriate number of spaces
.
Your first example "ml (millilitres) into l (litres)" would require you to move the decimal point 3 spaces (one thousand is 1 plus 3 zeros) because there are a thousand millilitres in one litre.
For example 355 ml = .355 litres.
If you understand the meanings of the prefixes, converting within units becomes very easy. See below:
giga = 1 billion
mega = 1 million
kilo = 1 thousand
hecto = 1 hundred
deka (or deca) = ten
deci = 1 tenth
centi = 1 hundredth
milli = 1 thousandth
micro = 1 millionth
nano = 1 billionth
If you need to convert from metric to imperial, which is commonly used in the US, there are many online calculators for common conversions. Here are a couple of sites to help:

1 L = 1000 mL
So, 5.6mL *(1 L / 1000 mL) = (5.6 mL * L/1000 mL)
The mL's cancel, so you have:
(5.6/1000) L or (.0056L)
Same with kL and L
1 kL = 1000L
78 L *(1 kL / 1000 L) = (78 L * kL/1000 L)
.078 kL
1kg = 1000g
1g = 1000mg
1km = 1000m
etc.

All the examples you gave: divide by 1000
For example, 1000 mL = 1 L. 1000/1000 = 1
So if you had 467 mL, just do 467/1000, which gives you .467 L

The metric system goes like this:
Milli, Centi, Deci, (litre or Meter) ,Deca, Hecto, Kilo.
Multiply each unit by 10 to get to the next unit.

m stands for mili which is 1/1000
k stands for kilo which is 1000
So ml to l you divide by 1000
l to kl you divide by 1000
g to kg you divide by 1000
and so on...

use the stairs, every one is ten times the previous :
L -> hL -> daL -> L -> dL -> cL -> mL
1 L = 10 hL = 100 daL = 1000 L = 10000 dL = 100000 cL = 1000000mL
