No, it doesn't. Nor does it "hold" the power (as other answered); it just generates an electric signal that interrupts unconditionaly any running process and restores the initial stete to all the integrated circuits inside the computers' boards. (it's why it's called RESET!)
To get rid of static you can touch a metal part of the PC wich is not coated (paint, plastic enamel, etc.). Ex.: Case screws, backplate, etc.

nicely extremely technically we DO have restart buttons on our computers presently, they're basically no longer hardware anymore, they're completed however utility. inspite of the reality that i'm undecided why the extremely restart button went away (a Tandy one thousand? replaced into my first equipment, woot!), i could determine it could have something to do with the archives being corrupted on the troublesome rigidity, normally restarting a working laptop or laptop (on a similar time as the equipment is on) can interrupt a working service or technique, even one that is writing archives...the reset button did no longer attempt weither **** replaced into working on the laptop or no longer, immediately's utility reset buttons do. to boot as do you remember back interior the days of Win 95-ninety 8, that stupid scandisk element got here up when you close the laptop down or restarted it incorrectly? Oh god that replaced into this style of *****. in case you have a project assuming the compuer had crashed, attempt employing cntl + alt + delete keys to be certain in case you could end the technique or application inflicting the crash, you won't ought to restart! (Assuming your working a homestead windows based container)
