For most people, the answer is yes. No matter how often someone stretches or how flexible they become it will remain impossible for them to lick their elbow.
Although I do have a friend that can lick her elbow, but not only can she twist her arm almost entirely around, she is also double-jointed.
Essentially, whether or not you are able to lick your elbow is decided at birth. But I suppose there is always surgery...

Sure, you can lick your elbow, but why would you want to? If you're a boy and lick your elbow, you'll turn into a girl and vice versa.
You'll also permanently damage your arm so I wouldn't try it.

It is physically impossible to lick ur elbow but I guess for those with record holdings for the world's longest tongue lyk up to 7-8cm maybe they can do it.
