I'm sure someone will give you an overly thorough, literal answer to your question, but here's my 20 centavos:
Infinite Crisis, just like Marvel's Civil War, is an ingenious new marketing gag. In order to follow whats going on (as it relates to ALL their characters, big-name or not) you have to read (or, as they prefer, "buy") pretty much every comic they're putting out, y'know, so you're not the poor sap who misses the "must-see event of the 2nd week in May" and so on and so on... I mean sure, you can read the core "Infinite Crisis" series, but in order for you to get the total feel of this radical new development in comics history you should also pick up seven soldiers and JLA and Villains United and Superman and Wonder Woman and Omac and... err, you get the idea.
Civil War is equally preposterous, convoluted and, ultimately, contrived.

Infinite Crisis was a seven issue limited series that DC put out. The gist of it was that some of the characters from alternate universes that had been destroyed during Crisis on Infinite Earths (a similar company wide crossover in the 80s) were not happy to see how things were going on Earth One (the designation for the standard DC universe). So they attempted to bring back Earth Two, the universe from the Golden Age of comics. Full details on everything can be found at Wikipedia.

Another attempt by DC to straighten out their universe. Over time many characters appear and disappear in comics worlds, and every once in a while DC decides to clean up their roster of characters by having one of these universe altering events that are, basically, a reason to wipe out many characters who have been floating around for several years.
