a Cotton-Headed Ninny Muggin is an individual whose brain is as sharp as a cotton ball. a "Ninny" Muggin is a Ninny and a MUG is a face or head. Its just stupidity to a lesser level, for those whose stupidity is commensurate with the level of idiocy. Thanks
