The number of people / animals depends on the size, # of bedrooms of the housing, and conditions. The laws very from state to state, usually on a county level. Where I live, you can have 2 boys in the same room, but not have a boy & girl in same room, past a certain age. There are also laws that govern how many animals & what types you can have according to the size of your property.

There are no official rules as to the amount of people or pets that live in any one residence, however, if there are TOO many people living there, ie: kids don't have beds because there aren't enough etc.. and the house is not clean because of all the pets, then there will be legal issues. If the house is big enough, and it's clean then you have nothing to worry abotu.

I live in Ohio but all i can say is there is no law against how many people live in a house as long as they are being fed,shelter,clothes, a comfortable place to sleep and not being neglected and if they are neglected which somebody is failing to complete those needs then the police can be called and the kids will be taken away

Not per se. However, if you can prove the person is breeding them for sale, collecting them for sale, so on and so forth, then yes. If the home is unsafe/unclean for the kids, then call CPS.
Also, if the adults are using the animals and/or kids for sexual intercourse, that is illegal.
You may have a hard time proving anything, though.

In my town, it's TWO pets max, but they don't enforce it unless the neighbors complain, so KEEP YOUR ZOO INSIDE and you're fine. Fish and things in tanks don't count. But your city WILL have a limit on pets, they all do.

The only recourse here would be to complain if they are not properly taking care of the animals. Other than that, there is no law.
