It can boot off a CD, USB key or floppy disk. Just because no OS is installed on the internal hard drive doesn't mean some other media can't be introduced.

A computer can still post (power on self test). POST is built into the computer.

To actually boot it will need a floppy disk or cd with an OS on it to boot.

It boots into the BIOS usually after giving you a "no operating system detected" error. You can't do much, you can play around with the front side bus speed settings, memory timings, but yeah... it doesn't really do a whole lot.

BIOS will do it, but w/o an OS, it will not do anything but give techs info.
