i have a mitsubishi montero sport 2001and i replaced the battery and i went to enter in the radio theft code and i entered it wrong more that 3 times and the radio wont work at all all it says is OFF in the screen and it wont turn on.

not really sure about foreign cars but I have a 97 GMC Jimmy and I did teh same thing. I had to leave the key in the on position for 30 minutes and the radio reset itself. Hope it works for yours

I also had the same problem on my Honda accord 1999, what i did was go to the dealer and they told me that i will have to pay $80, but i said no and i wanted to do it my self because you can get a new CD player for that amount. So I just called a few dealers and they asked me for the vehicles VIN number just to make sure that the car was not stolen and they also asked me the CD player's serial number you will probably have to take out the CD player. Then if you entered the code wrong more than 3 times you will have to look in the owners manual of the car what to do if it is blocked. For mine i had to leave the ignition switch to ( -on- ) for 30minutes and then it gives you 3 more tries.

have you tried to unplug it for 24 hrs. then replug it may reset not for sure or you may look on your vehicals website for info or you may look on the radio manufactuers website. hope this helps.

YOU PROBABLY HAVE TO GO TO THE DEALER NOW. BUT CHECK YOUR OWNERS MANUAL FIRST.
