The philtrum (Greek philtron, "love potion") is the vertical groove in the upper lip, formed where the nasomedial and maxillary processes meet during embryonic development. When these processes fail to fuse fully, a cleft lip (sometimes called a "hare lip") can result. The ancient Greeks used to believe that this benign spot was one of the most erogenous spots on the human body, hence the etymology.
The lack of a philtrum can be considered a symptom of Fetal Alcohol Syndrome.

Whatever you do, do NOT shave it! EVER! When you wax it, make sure to be confident and pull it off quickly and the way the instructions tell to you. If you don't you're are going to have to do more times to get the hairs off. This is to avoid irritating the skin too much. Make sure to wash your hands properly, your face before waxing and keep everything as clean as possible while waxing to avoid breakouts, irritations, etc. The redness should come down fairly quickly. It will definitely have gone down for school tomorrow if you do it today. If you don't develop an allergic reaction from the wax, which I've never experienced with anyone I know. But just know it could happen, so be careful if anything seems "abnormal". It is after all you're face. Make up can obviously cover the redness if needed. Though I think it is better to let the skin rest and breathe for a few hours after waxing. If you don't have time to wax it, you could always take a tweezers and pull out the most obvious hairs. Or in an emergency take a pair of scissors and cut away as much as possible. But remember it is much better to wax (quick and less pain) it (or pull out with tweezers, though quite time consuming). Like I said, NEVER shave it!

Omg DO NOT shave it! It's grow back really gross and thick. You can wax it, yes it will probably turn red and you shouldn't put makeup on it to cover it up. The bet thing for upper lip is facial hair bleach because it doesn't cause redness or irritation afrtarwads. If you wax it some people do end up red for a coupl of days. If it turns red apply cold water and put some oil on it, then I'm the morning dab an acidic face cleanser onto it to prevent pimples from occurring. DO NOT shower after you do it for about a day because it will open your pores and cause redness. Another thing you can use I nair facial hair remover. I hope this helps

Its just a place where two growing processes meet when you're a fetus. When they fail to meet, the baby will have a cleft lip. When the baby just doesn't have one at all, it can be a symptom of fetal alchol syndrome.

It has no purpose. It's called a "raphe", a place where right and left side skin grew together in our development process. It forms rather late, which is why its non-joining is a common birth defect (harelip).

The real answer is that when the baby is still unborn, they don't have a philtrum. The answer would probably be too complex for any of you to understand in any case, so I won't bother trying to explain it. However, all the reasons mentioned by others are not the real answer.
[EDIT] But Levice explained it perfectly. I doubt if anybody would accept the idea but I am glad that I am not the only one that believes it.

I don't think we actually need it. It's just a "scar" if you will, from when we are a fetus and the skin grows together.
