To add to the excitement of the chase...

Exactly ! And the American cops ride around, 2 in a huge patrol car with more electronics in it than a F 18 . And when they see a minor offense like a traffic violation two or three loads of them come roaring in with the sirens blaring. And enough lights flashing to make a rock concert look dull.
If it is a drug deal, you will not see them go near the place. Here in China the cops use bicyles or little electric carts. They patrol, looking for suspicious activity and crime is very, very rare here.

The same reason as when the cops, in an apartment, having someone under surveillance down in the street,
one of the cops inside always pulls aside the net curtain or pulls down a slat in the venetian blind, thus letting people outside know they're being watched..

The siren? To add tension and excitement to a usually dull script.

It warns pedestrians a high speed car is on the way and for them to get out the way.

It raises public awareness of the police actually dealing with crime

It lets other drivers know to pull over so there is a clear path and should be no accidents or collisions with other cars

I'm sure the sirens are used to get through heavy traffic or because the shift is nearly finished but I believe they get in trouble for abusing it

If you are breaking the speed limit, you are breaking the law. This also applies to the emergency services - unless they use a warning light and, approachig junctions or in built-up or busy areas, a siren.

Every time they need to exceed the speed limit, it has to be recorded in their log book.

They do the same thing on cops. I think its law that they dont sneak up on people, just like cops arent suppose to hide out of sign when radaring traffic.

Oh, you just think the cops are heading to a crime scene, in reality, the donuts just came outta fryer and the coffee is done brewing. They have to put their lights on to hurry before it is all gone.

not only in movies but in real life too. i guess the siren serves as a warning to give them a way or passage. to warn motorist so they could give them passage.
