I want a web site that is mosltey used for forum use. But also have a store. How much would this cost? Would I need anything besides my laptop to run it? And is there software to help me designe it?

You can design the stuff using your laptop, and maintain it, but a server is necessary.

You will need a server to host it, but there are lots of sites out there that you can pay to host it for you.

If you are going to run a store, you should also make sure you have an SSL server to allow for secure communications, again, a hosting company can supply you with this.

You will need a database, to hold both the posts to the forum and the purchase information of the customers. These can also be provided by the hosting company.

There are a lot of templating engines out there to use for the design. PHPbb is one I hear about a lot, but I personally prefer to do it by hand, but I am more of a do it yourself programmer. Dreamweaver, however, is good software to use if you want to be able to design and tweak the code yourself

First of all you need webhosting that supports mysql/php and then just install web applications like forums, ecommerce, content management, formmails, etc.

You need to get a PHP website

just type in free php and you will find some places to go to get your own
Im not sure but there maybe a fee.
