ineed to know the steps to take to clean up the motor and try to get it running

If the Engine was not Submerged you may try removing the Lower Unit and clean up that. Hopefully the Gears inside were sealed and the Salt Water not get to them. With the unit Removed try to turn the Drive Shaft that stick up. This may help give an idea if the Gears are OK. You may want to remove/check the Water Pump Housing (Bottom of Drive Shaft) see what condition it in. This may not be too bad. You can Drain the Lube and see if it has water in the gears. I really think it may be OK.

Most likely the most damage is to the outside of the lower unit. Salt water for long periods eats holes in the aluminum. Crank the unit and see if everything is working. If it is try and start, if it starts check and make sure the water pump is spewing water out of the engine. Let engine idle for a few minutes and then carefully put your hand in the water coming out of the engine. It should not be no hot to touch if it is you may need to change the water pump.

To clean the spots off the lower unit take steel wool and work on the spots then paint with a good enamel. Some of the holes can be pretty deap if left in the salt water very long.

You can steam clean the engine and bilge. Try tilex it works .
