I had problems like these. There are two solutions depending on the problem. It's either the disk or the playstation.
If it's the disk: Simply use rubbing alcohol. Apply a little on a tissue a wipe off all fingerprints. The you a clean, SOFT cloth (For me I used my T-Shirt) and wipe away the residue.
If it's the PS2: Then it's a bit more complicated. Before you read this keep in mind, use this as a LAST resort. You will need two screwdrivers, one standard size, the other a very small size. You will also need Q-Tips (they work the best).
Now, first, remove any CD that's in the PS2, trust me it'll make life easier. On the bottom of the PS2 , there are a bunch of removable squares. Take out the squares to reveal standard size screws. When you're through taking those out, turn the PS2 right side up, and CAREFULLY take off the "shell." I say CAREFULLY because there is a peice of tape that connects the power/ open button to the rest of the PS2. See all that dust, use a dry cloth, like a piece of tissue wipe all the dust away. But steer clear of sensitive areas. If neccesary, blow the dust away but not if you don't have to.
Now, the disk drive has a protective layer over it with several TINY screws. use the smallest bit you've got to take it off, but be very careful because if you strip the screws you could damage the PS2.
You're on the home stretch. You should see a lens on a right in underneath the hole in the disk drive carrier. You the Q-Tip to lightly brush away the dust. Try not to push it because the lens is VERY delicate.
Now the only thing to do is put the puzzle back together and test it out. I know this sounds very risky and I wouldn't recommend it for everyone. But when I did it, my PS2 ran jusat like the day I first bought it, er, my mom first bought it. Good Luck.
