The plantation was on Selznick's back lot, but on film only the bottom half of the house is real; the top is part of a glass painting that William Cameron Menzes made for the background to hide Culver City; for the Atlanta Mansion they filmed the outside of Selznick Studios and and Menzes created a fake facade afterwards. There's a documentary about the making of Gone with the Wind called "The Making of a Legend" and it talks about that and how the "Burning of Atlanta" scene was pulled off.

I checked on ask jeeves.com and there is a Tara Plantation in Colleyville, TX. But I am not sure if that is it.
