Filmed in California, of course.
The fictional Tara plantation was in Clayton County, Georgia... near to Jonesboro.

The plantation was on Selznick's back lot, but on film only the bottom half of the house is real; the top is part of a glass painting that William Cameron Menzes made for the background to hide Culver City; for the Atlanta Mansion they filmed the outside of Selznick Studios and and Menzes created a fake facade afterwards. There's a documentary about the making of Gone with the Wind called "The Making of a Legend" and it talks about that and how the "Burning of Atlanta" scene was pulled off.

I checked on ask jeeves.com and there is a Tara Plantation in Colleyville, TX. But I am not sure if that is it.

I don't think it was a really developed area. So that eliminates Atlanta, Savannah, and Richmond

I think it was shot on a film stage in Glendale.

I loved that book, but I always thought it was in Savannah.
