I don't think you can do that. You may however be able to send a letter to the white house, but chances are he probably gets a ton of mail. And doesn't have the time to write back to everyone, because he's busy with everything else going on in the world. So more then likely it will be a standard type letter, that someone else wrote with his signature, pretty much the same as it would be with big hollywood stars.
