Well it's really simple same as blowing bubble gum from your mouth but it's much harder to chew.

step 1: bend over
step 2: insert funnel into anus
step 3: pour in 2 fluid oz of bubble mix
step 4: release inner gasses that have been accumulating and watch the bubbles fly
* NOTE: eat 1 can of Bush beans 1 hour prior to the bubble making

Where did you see this? I would like to see this myself.....it's probably with water or bubble....uh...liquid over the hole. I doubt this person has anal saliva.
