It depends on what you are talking about.

The District Attorney has the final say on if or not to press charges.

Depends on the state. As far as I am aware, DAs are elected just like the mayor, governor, etc. Sothey certainly (theoretically) are accountable to the voters. But, beyond that they are accountable to a judiciary commission in their state, and they mayh fall under the jurisdiction of the chief county officer. Look in your state's constitution and it may give you a specific answer to your queston.

unless it is a wacky state, the Attorney General. they make all the rules. the DA carries them out and prosecutes those who dont follow

I'm pretty sure they elected but they answer to city government.
