are they responsible by law to follow through with the contest?
I submitted something to a magazine and the contest was never mentioned again and it's been a number of months. The 3 top submissions were supposed to be posted online for people to vote for the best. I e-mailed the company and never recieved a reply. I plan on calling them but want to know if any laws exist that deal with this sort of thing and under what circumstances they would be allowed to completely drop the contest without a word to anyone.
Please do not answer if you don't have helpful information.

Yes. The rules of the contest constitute what is known as a unilaterial contract. Therefore they are obligated to anyone who fulfills the contract. It is the same priniciple as posting a reward.

So, they must follow their own rules at the very least. There maybe specific duties imposed on them by state law in addition to the rules.

The best thing you can do is to contact botht the attorney general in your stae and the state where the magazine's headquarters are. They must go through with the contest.
If they required something from you (a form must have been signed y you stating that your work is relaesed to them and you give ownership, etc, etc)
If they took your work and did not complete their end of the contract (the contest) then you can sue for fraud and possibly sue to get first prize!!!

i submitted a picture i took once ...it was of the rock and roll hall of fame, and it was chosen to be a postcard from a certain company. i don't have the paperwork in front of me because it was several years ago, but i just wanted to let you know that stuff like magizine contests DO exist and CAN BE genuine. I do remember that because of the number of entries it took so long for me to get a reply or even the results. be patient, and if nothing happens i would contact a copyright attorney.
