DNA testing has already proven Mr. X to be the father but he is still not able to get a copy of the birth cert. or get his name put on it.

If there was a paternity test done and the guy was proven to be the biologiacl father I believe you can take those papers to in to prove you are the biological father and want a copy of the birth certificate.
However talk to a lawyer they can tell you.

Mr. X needs to get a damn good attorney. The attorney needs to file the appropriate papers to get a paternity test done, and to get his client a copy of the birth certificate. If Mr. X doesn't get an attorney and continues to pay child support, then he should insist on seeing the child. On having visitation and having the child on the weekends and every other holiday. That is likely to throw a kink in the mom's and real dad's plans.... and maybe they will tell the truth...
GET A GOOD LAWYER AND SUE HER HARD CORE.

If Mr. X has already been proven to be the father, the birth certificate doesn't even matter. Mr. X doesn't even seem ti dispute the he is the father. I'm not even sure what you are asking here. If he's the father, he must pay support.

if mr. x is the biological father then mr. x pays child support...my daughter carries my ex husbands last name and he is on the birth certificate but he is not the biological father so he does not pay child support...mr. x made the baby then mr. x must pay for his actions...
