Buoys are like signposts for danger - usually rocks, or just for marking out areas. They also may have audible warning such as a bell. These are meant for nautical vessels such as boats and ships. See [ref 1] for a comprehensive list of all different types of buoy.
However a lifebuoy or life ring is "a life saving buoy designed to be thrown to a person in the water, to provide buoyancy, to prevent drowning." [ref 2]

A buoy or buoys are used to indicate safe navigation channels for ships/boats or to act as markers for an underwater hazard e.g. shipwreck.
They are also used to mark the course in yacht or power boat racing.

A very effeminate gay falls from a boat into the sea. "Help, help" he shouts " I'm drowning!"
Someone on the boat shouts back - "Hey - grab that buoy floating behind you!" to which the gay retorts:
"There's no time for that you fool - I'm drowning!"
