In the lab, it is known that 70-85% ethanol is the best DISINFECTANT. Anything more than that usually disenfects but not as well as 70%. The more commonly percentages used in the lab is 95% and 70% ethanol. The percent you use to preserve might depend on what the skin care product is made out of. If it's a petroleum based product 95% might work as long as it's dense enough. Alcohol may dilute/dissolve your product so you might want to do some reading on the ingredients of your product and reactions with alcohol/ethanol.

15-20% of ethanol should be enough to inhibit bacterial and fungal growth. Your container will need to be tightly sealed as the ethanol will evaporate rather quickly.

Anyone knows using any kind of alcohol on your skin will cause it to dry out, badly. To consume however, whoa!
