With the side stand down, put a floor jack under the R front foot peg and jack up the bike just enough to get the rear wheel off the ground.
-Check the shift lever. Will it shift without another part of the bike restricting it's movement? Adjust linkage or bend shift lever to fix.
-Turn the R wheel slowly by hand and shift slowly. Can you feel the internal shift linkage indent, where neutral would be?
If no - remove L cover (where shift shaft comes out) and check why.
If yes - probably need shift forks. Motor has to be removed and disassembled.

Have you tried finding neutral with the engine off? If you can get neutral with it not running you either have a clutch adjustment with too much free play, warped clutch disks, or a grooved clutch basket. All these things can make the clutch drag causing it to be difficult to get into neutral while the engine is running.

I have a '94 Vulcan 500. Have you checked the linkage?? Or the fluid level in the tranny??
