The best time is during ovulation.
Everyone is different. In a perfect world, we would all ovulate on day 14. However, some people ovulate on day 8, some on day 21.
To determine your ovulation date, start taking basal body temperatures.
Your Basal Body Temperature (BBT) is taken orally with a special BBT thermometer. This type of thermometer is graduated in easy-to-read one-tenth degree increments. Your temperature must be taken before any activity, first thing in the morning, after at least three hours of consecutive sleep. There is some disagreement about how to take your temperature- either orally or vaginally. My doc said to do vaginal temperatures. However, you're looking for a change in temperature, so if you pick a method, stick with it and be consistent.
Your BBT is lower during the first two weeks of the menstrual cycle, prior to ovulation. The presence of the hormone estrogen keeps the BBT low. Typically it will range from 97.0 to 97.5 degrees Fahrenheit. Immediately following ovulation, progesterone "turns up the heat" a bit, and there is typically a rise of at least 0.4 to 0.6 degrees until the time of your next menstrual period. This temperature rise will let you know that ovulation has occurred.
The next month, your ovulation should occur around the same date and let you know when your most fertile days are.
You want to chart all of your temperatures. Some people download graphs off the internet. Some people use online services.

Start keeping track of when you get your period! Ovulation happens about 14 days before your period starts. So if you have a 28 day cycle you'd ovulate about 14 days after the start of you last period. If you have a 30 day cycle about 16 days. Make Sense?
There are other things you can do as well to figure out when you are ovulating. Take your tempurature every morning. The day there's a n upwards spike - you may be ovulating. Also (it may sound gross to some, but it works) check your cervical (vaginal) mucus. If it's really watery or chunky or non-existant, wait a while. If it's really stringy, like egg-white, GO GO GO!
You might want to check out a site like www.fertilityfriend.com it can help you chart everything and help you predict when your fertile days are.
GOOD LUCK!

if you have a normal 28 day cycle then it's usually about 14 days after your period. You can tell by your body's temperature. And also by the way the fluid is in your vaginia.
Look on the web the're are alot of very informative sites.

The *only* time you can get pregnant is when you are ovulating (no egg, no baby!!). You can learn to chart your fertility signs to know when you are about to ovulate. Please read _Taking Charge of Your Fertility_ by Toni Weschler.
A woman ovulates about 2 weeks (usually 12-16 days, but there are exceptions) before her *next* period. Since sperm can live up to 3-5 days in the female body, but the egg only survives a few hours, you need to have sex *before* ovulation in order to get pregnant. By the time you know you've ovulated, the egg is probably already dead... Again, read the book for details.
