There are only two types of Elected officials at the Federal Level. President and Congress
They can be "recalled" or removed
1. President and Constitutional Court Judges (not elected)- impeachment then removal for Treason, Bribery or High Crimes and Misdemeanors (Clinton and A. Johnson impeached by the house - none have been removed by the Senate although Nixon resigned before he could be impeached)
2. Congress - The Ethics Congressional Committees in each house can investigate and suggest removal of a member with a majority vote of the full body. Happens occasionally - although they usually resign before the full vote occurs.
For info: (Most Federal officials are appointed)
Cabinet and many appointed Bureaucratic positions can be simply removed by the President without cause.
Independent agency appointments in the Bureaucracy can only be removed with cause (serious dereliction of duty)

First, the state in which that official serves must have provisions for recall on the books. Not all (or even most) states allow recall of elected officials. In many places that do, the first step is a petition signed by a certain number of registered voters calling for that recall vote of a particular elected official. If the required number of signatures is acquired, a recall election can be scheduled.

With a great deal of difficulty and work and votes by those who care enough to vote. Dillon, Montana, is currently going through the work of a recall election in regards to their what passes for a mayor who acts like adolf hitler.
