Your question isn't very specific but i can only think of two things if it's the desktop.
right click on an open area of the desktop and select PROPERTIES from the menu. Click on the DESKTOP tab and then click the button CUSTOMIZE DESKTOP and then click the WEB tab. uncheck any marked items there and then select OK and OK again to close all the windows you just opened.
if that wasn't it then it migh just be a toolbar. In that case just right click on the window and select TOOLBARS and unchceck the entry with the check mark.
If its not the desktop(no one calls it a start page, unless they are refering to an internet browser) you are refering to then the solution will be something else. iether way i hope that solves the problem.
