When will Nasa start on building these new bases? What year will it be when we possibly start living on the moon and mars?

There are missions to the moon planned for around 2018. they do plan to build a base there but it will take a quite some time.
Missions to Mars are planned in about 15 years time. The dificulties involved are much greater. I don't really see NASA or anyone putting a base there before there is a sufficent jump in techology, one that would allow to cut the travel time significantly (a round trip to Mars would take a year and a half).
So not in the forseeable future.

There is already a base on the dark side of the moon, the government just doesn't want to tell us.
