Is the plant getting enough water. Look for bugs, aphids, beetles etc. Dust with a product called Sevin by Ortho. If that doesn't solve the problem then your plant could have a disease. Tear it out and replace.

It sounds like a soil problem. Aphids generally attack the whole leaf, and disease usually doesn't localize at leaf tips. If you have pets, check they are not urinating at the stem base, also check that no-one has sprayed any chemicals around the root base lately,ie weed killer etc.

check for aphids,very small insects that love roses. I use a chemical spray to control them. GL

spray it with fungy-stuff and make sure your rose has enough water. give it a little fertilizer 1x week you will have in No time a nice rose again
