That's a good question! I'm going to have to go with Buster Keaton's "The General". I've seen this listed as being released in 1927, but there are a number of sources that say this came out in 1926. It was released in Los Angeles on December 22, 1926.
For those who wonder why we would watch a film from 1926, you should check this one out! Just because a film is 'old' and 'silent' doesn't mean it isn't enjoyable.
