OK,
For one, I'd have to say Goa, but the partying is not going to be generated by Indians. It's craeted by the westerners there to have fun..the beachs. Plenty of beautiful women, but again western ones.(India has some of the most beautiful women in the world but; as a rule you will not find them partying in Goa. Sure there are always exceptions. Chances are they are home studiyng for their entrance exams!) Also allot of scuzzy western ones (strung out dopies).
Rajasthan (although no internatioal airport yet, maybe Jaipur and Udipur not sure I always fly into Delhi). Rajasthan has two sorta partying places Puskar (see my other answer) and Jaiselmer....Both of these towns are full of young westerners from all over the world both wanting to have a great travel experience and party a bit.
As far as most libelal state thats a hard question..but Goa, Kerala, Rajasthan...just because they see so many westerners and they are used to our antics. All Indians are very liberal in my mind, they just do not judge you, they accept you for what you are.
I'd fly into Delhi and take a train to Puskar and work my way to Jaislemer (be sure to see Jaipur)....Puskar and Jaipur are a short hop from Delhi. Jaislemar is a bit of a treck from Jaipur and Puskar.
One big party that everybody wants to see is the Puskar Camel Fair (???November-December???) check Loney Planet. I think the date changes every year? I always miss it because I go in mid- January. I's sorta like happening. Going to this event would be a feather in anybody's hat. If you decide to go plan on sleeting in a tent every hotel room in town is booked in advance!
Bali is a much better pary place than Delhi..Kuta bay is just on big party year round....and about as cheap as India!

Delhi - Capital city and State as well
Maharashtra - Mumbai its capital
Karnataka - Bangalore its capital
Kerala - Thiruvananthapuram it capital
few others are:
West Bengal - Kolkatta its capital
Tamil Nadu - Chennai its capital
Goa - Panaji its capital but with more active a domestic airport
Rajasthan - Jaipur its capital with Jaipur, Jodhpur, Udaipur and Jaisalmer towns having active domestic airports.

Delhi, Goa, Bangalore, Kerala, Rajasthan and Maharashtra - all are fine. But for your description of 'liberal, audlt traveller friendly' - the fitting answer is : Mumbai (Bombay). Not the entire state of Maharashtra, but only the city of Mumbai - It has an international airport too.

Mumbai. I would avoid Delhi if it is a liberal city you are looking for. It is also called the Rape Capital of India. That shud give you an idea on how 'permissible" and "liberal" that city really is.
