The city I live in was , back in the 70s a small town, sparsely populated, full of bumpy dirt roads. It grew to quite a large town with a large population and typically a high crime rate. Murder happens too often, and criminals and taking dope and dealing in dope are pertinent factors. It is a fine town in many ways. It's college and schools, it's hospital, its police force, it's parks and many fine supermarkets and department stores have sprung up and grown. The police are kept busy.

White collar crime.
If a guy does a drive off for $20 worth of gas he does 6 months to a year, if a guy steals millions from a pension fund, he gets 3 years probation and has to give 1% of it back as a fine.

Here mostly drugs... but the crime is when you realize that high officials are behind supplying the means for the drugs. I had a Friend that was introduced to drugs by an undercover informant/cop

I think more crimes are committed by politicians who feel they can get by with anything for who they are and the name they've made for themselves. Not much happens to these people. See if you are educated then you get a break, sometimes if you are a star you do to.

Criminals take all kinds of forms today, and few get caught.
Those that do may have the good fortune of finding a swarm of lawyers ready to defend them.
Crime can have two categories (in my world):
Crimes that cause lives to be lost or damaged.
Crimes that cause loss of money.
Which is worse?
Causing loss of life and limb by one's actions, in all it's form, its the greatest crime of all (in my world).

The most common criminals I see are people driving who should not be...aggressive drivers, rages, tail gaiters, those who do not signal, those who go too slow or too fast, throw things like diapers, ashtray filth or other trash out of their cars... and worst of all, terrible loud music on cheap poorly installed woofers.
