It has the high pitched whine even when it is in park, but on the road it stops after the RPMs go down and Im cruising along @ about 45-50mph.

If it's a whine and not a screech, there's probably a bearing going bad somewhere. Open the hood and listen while someone presses the accelerator. If it's the belt, you can trace the screech. If it's a bearing, you might be able to localize the whine (often the alternator).

Depending on the sound and the car. does it have fan belts or the new serpentine kind. Need more information about the car; year and make engine size. Could also be the power steering pump. does it make the sound when you rev the engine when parked? or only when in motion?

without additional info I would say a belt. Look at the wear surfacise on the belts and any that are shiny or glazed replace it if any deep crackes or chunks replace it if old replace it(more than 3-4 years)(manufactures say 2yrs).
