Maybe I can just paint over it using a Vinyl Paint spray, such as you would use to repaint a car's dashboard (it's much the same, like a leather texture). The concern is that the paint would peel or bubble, being under (hot) water. Someone out there must've done this before. Rejuvenating this thing would be great. Thanks, Mike.

Som pool suppliers carry these little blocks of pumice that are used to clean stains on concrete and pool areas, maybe this would work, or better yet, ask the people at the Pool supply store about what to use, they likely know the best product to use. And they would know what is or isnt safe for the liner.

Try the Mr. Clean Magic Eraser. It works on every surface I have tried so far. There is an extra-strength one out. Good Luck!! And happy hot tubbing!
