The key factor is good strong characters that are believable and enticing to your audience. Your audience needs to relate to the characters either through personal experience or empathy.
There should be a strong story line with an introduction, climax and conclusion.
To start out you should define some characters, you can usually do this by taking traits of the people you have known and using these to create a character.
After you have defined your character, think about what you want the story line to be, a conflict and a conclusion. Write it out before you start penning the story.

There are two basic factors to writing...
1, Content....the content of the writer must adopt the storyline to the flavor and identity of the total newspaper and/or magazine. It would be ridiculous to write about national football team in a ladies journal. Doesn't mix.
For anyone who wishes to write, try this. Buy the home town newspaper, not the NY Times and understand the once a week published newspaper...is it about reporting about school issues, local issues on jobs, taxes, etc. and then write an article, using the same amount of words in any letter to the editor and write something to the paper. A letter to the editor would be perfect.
Keep it tight with facts and prove your point. Write on two or more levels. Factually and editorially.
Then, double space the letter and make sure to include your full name and address and telephone number. Mail it. For the cost of a postage stamp and paper and envelope, you can determine whether or not your letter to the editor will be published. Great fun.
2, Never, never have more than 3 sentences in any paragraph in any article you write. People are sometimes turned off from reading what it is you have to say, solely, on the length of long paragraphs. It is appealing to the eyes to have small paragraphs, than to have one long paragraph.
Repeat the process a few times. Don't ever get discouraged and stay with the weekly publications and gradually write for magazines on topics you know and enjoy, sports, politics, religion, etc.
