By its very nature REbar will rust,,,even in a warehouse if its humid enough.
The REbar being used is likely as current as any you might find,,,from a contractor, and isn't designed for much more than to strengthen the concrete. I suggest that the thickness of any rust on "NEW" REbar, will not be an issue at all.

Believe me when I say that rust on rebar makes no difference onde the concrete is poured over it. If you where to hang around construction site, you would see that about 90% of the rebar or mess that are used on driveways or walkways, all have rust built up on them. Please don't worry. Good luck. I work in the construction field. See it just about everyday and I haven't seen it be an issue yet.

RUSTED REBAR IS NOT A PROBLEM. THE ONLY THING THAT WILL AFFECT THE CONCRETE IS THE AMOUNT OF WATER IN THE LOAD.

Re-bar has no protective coating, this is so the concrete will bond to the steel. In highway construction they use an epoxy coated steel that does not rust, but it is too cost prohibitive for residential projects like side walks.

Rust expands as it worsens. Given that it expands and contracts at a different rate than concrete as per the temperature variations, you are asking for trouble. Find a place that stores their re-bar corectly and use it promptly.
