Most building codes are based on the International Building Code which is comprised of most standardized information. And yes, believe it or not, hot water on the left side is a code section.
The Florida Code says:
607.4 Flow of hot water to fixtures.
Fixture fittings, faucets and diverters shall be installed and adjusted so that the flow of hot water from the fittings corresponds to the left -hand side of the fixture fitting.
Exception: Shower and tub/shower mixing valves conforming to ASSE 1016, where the flow of hot water corresponds to the markings on the device.

there was cold water taps before water heaters. it was on the right. when hot water was introduced there was a place for it on the left.

because most people are right handed and then when they turn on a tap the chances are smallest that boiling hot water will poor over their hand. Its a sort of safety precaution.
