My 18 year old is working an 8 hour shift on July 4th; I seem to remember a law saying that "anyone" working on a federal holiday is to be paid double time; Is this correct? Time and 1/2? Please advise and give reference please, if possible!

Starbucks is the law in this instance. There is no federal regulation that regulates overtime pay. As a matter of fact the the federal gov"t is working hard to assist companies in paying all time as straight time. Get a union job. It wont be much better but at least your pay will be spelled out in the contract including what holidays if any the company will pay holiday pay. By the By, Holiday pay is double Time and 1/2. An eight hour shift would pay 20 hr. on the holiday.

It Depends on how many hours he is working
my 40 hr 8 hr day week working July 4 its a paid holiday so
technically double time and a half..
if you are not geting paid for july 4 and you dont work 40 its just straight time

It depends on the business. If your ADULT offspring wants to work 10 hours for 1/2 pay that is their business, so stop worrying about it.
