Broken tie rod means you can loose your tire on the high way and consequently loose your life...If it hasn't bee fixed get it done ASAP. And yes if you lost the tie rod while the vehicle was in motion you could have damaged the brake and other stuff including the tire.
Have both side checked...how old is the car? there could still be other reasons for the brake to be bad, like a bad caliper. Just remember that what ever you have done to one side you have to do to the other.

Depends, was the Car moving when the Tie rod broke?
Tie Rods have two purposes on a car.
1 they"tie" the wheels to the steering wheel via the steer arms or the rack and Pinion gear.
2 the help steer the wheels when youmove the steering wheel.
The are attached to the steer Knukle where the brake rotors, and wheels are located. it is entirely possibe the some damage might have occured if the tie rod broke whilae in motion
