Great question. Culture as a concept has only been in circulation since the late eighteenth century, and it only took on its anthropological meaning (i.e. Aftrican American culture, Irish culture, etc.) in the late nineteenth century in the work of Franz Boas. In recent years, the concept has received a sustained amount of academic criticism because it often appears to merely stand in for the idea of "race" by reducing individuals to their culture or to a set of shared physical attributes.

I would recommend checking out Michael Denning's Culture in the Age of Three Worlds as well as Hannah Arendt's Between Past and Future to find out more.

My answer to your particular question is simply that "culture" is as real or delusional as any other concept. For that reason, I am more interested in the question: is "culture" conceptually useful? Does it help us think through certain problems (e.g. questions of difference between various groups of people)?

Culture exists. Its physical components are the people the way they dress, the works they create, roads, houses, farms food, music, etc. All of which are a reflection of the moral principles that guide that particular culture.

We could probably say that the culture is all the actions, texts and institutions which have a meaning. We could than say that all of these are some kinds of signs (since they have a meaning, they make sense). Thus to answer your question we would have to build methaphysical theory of the sign (what is it, how does it exists etc).
