I am running Win XP, my camcorder a SamsungSC-D363, I just want to take the disc and turn it into a DVD - if anyone has any info on how to do this or can give me a website to get some info, i'd appreciate it.

There are several options. If your computer has a firewire port (also known as IEEE-1394, or Sony calls it i.link) then the best thing to do is to get a firewire cable and you can collect the video right off your camera to the computer, edit it, and burn it to a DVD (assuming you have a DVD burner). Windows XP includes a program called Movie Maker which can do this, or your camera might have included software for editing video.

If you don't have a DVD burner, there may be services around that will do this for you at nominal cost. However, if you plan to use the camera, I'd strongly encourage you to set yourself up with Firewire and a DVD burner; the results can be very impressive.

first you have to copy the file from your camcorder to your computer. then, download nero DVD burner and burn the video to the blank DVD.
