This is an impossible qeustion to answer, for no man (or woman) has seen every woman in the world.
Besides, no person has the right to the correct answer. For a man to say a woman is the most beautiful in the world, they'd have to be dellusioned. This is because, they are most likely basing it on a protuding breasts and a small humps...a factor which does little to define the woman. (It could define her as a material girl, in search of hapiness through objects, but that's all). He could also be referring to her inner beauty...though more important that outer beauty...he still has not seen every woman in the world. Thereby it is incorrect for him to make such a statement which indicates a woman is most beautiful.
For a woman to say they are the most beautiful...they'd be classified as rather pompous and full of themself. They too have not seen every other woman in the world, and as a result can not make such a statement.

I find the most beautiful woman/girl in the world every few Weeks or so, my taste, standards and criteria of beauty change all the time. At this moment its YOU. You are the most beautiful, intelligent person on the planet.
