They're a reference in Jack Johnson's song, 'Bubble Toes'. It means the size of the tar balls oh her toes say as much about about the way she lives her life as her eyes. This means that she's a beach bumb, and both her eyes and her feet lead her to the beach. Tar Balls are a reference to the tar on the beach at UCSB where Johnson went to college.

The tar on her feet make them look bubbly.

I'm going to guess, because Jack is a surfer, prehaps the bubbles are from the surf?

toes covered in bubbles?
