because evaporation only takes place at the surface of liquid and your answer why does it cool because most energetic molecule escape from the surface of liquid during evaporation leaving behind less energetic, reason that why it is cool at surface is due to presence of less energetic particle present there

The change of matter from one state to another, liquid to gas, requires engergy in the form of heat. When water evaporates it absorbs the heat necessary from the surrounding air, thereby cooling the air at the surface of the water.

It takes energy to make the water to change state from a liquid to it's gaseous form. This is called the latent heat of vaporization. The cooling effect is caused because the water absorbs some energy in the form of heat to effect the transformation.
