Yes, all prices will have to be rounded to the nearest nickle, so all prices will end in either 5 or 0 . Also all taxes will be rounded, and probably up, so that if your sales tax is 6% then it will be raised to 10 cents.

Uhh... well, first off, I hope they don't do that. :(
And, secondly, it probably would effect prices because right now, sometimes you can't really pay for things, using exact change, without the penny. They'd have to change the prices so it correctly corresponds with the tax amount so you don't need pennies to pay for it.

What about states in which the sales tax is four cents per dollar. Does that translate into a tax increase as well?

Definitely, but only by a few cents. Think about it: prices can now only end in a 0 or 5.
My bet is that everything will now cost 19.95 instead of 19.99...but they would never make anything an even 20 bucks.
